When you visit YouTube again, you should see a Sign in button at the top right part of the browser’s window.

I have a knick to clear temporary files every time my PC starts slowing down or some software crashes. You can simply go to Settings > Reset and Clean Up and select “Restore settings to their original defaults”. If you can’t find what’s wrong with the browser, maybe you (or someone else) tweaked some settings causing it to behave abnormally.
Tap on “Find harmful software” and remove once the system identifies and restart the browser to check if the problem is gone or not. Proceed to “Advanced > Reset and clean up > Clear up computer”. Go to “More menu > Settings” or enter “chrome://settings” in the URL bar.
